Dream and Promise Act Introduced in the House of Representatives of theUnited States

EMBASSY OF HAITI IN WASHINGTON, D.C. — On Tuesday, March 12, 2019, the House Democrats introduced the Dream and Promise Act of 2019, which would create a pathway to permanent residency for over fifty-thousand (50,000) Haitian nationals who are Temporary Protective Status (TPS) recipients, millions of Deferred Actions for Childhood Arrival (DACA) recipients, and Deferred Enforced Departure (DED) recipients. H.R.6 was introduced by Speaker Nancy Pelosi, Rep. Lucille Roybal-Allard, Rep. Nydia Velázquez, Rep. Yvette Clark, and other House Democrats.

If the legislation passes, TPS holders could immediately apply for a green card. This bill only applies to petitioners who have been in the country for at least three years, had status as of September 2016, and can successfully pass a background check. In addition, within five (5) years of obtaining a green card, all three groups could apply for citizenship.

However, immigrants who have been convicted of crimes punishable by more than one (1) year in prison, or have been convicted of three or more offenses that carry sentences of more than 90 days in jail, would not be eligible.

“Dream and Promise Act” présenté à la Chambre des Représentants des Etats-Unis

AMBASSADE DE LA REPUBLIQUE D’HAÏTI AUX WASHINGTON, D.C. — Le mardi 12 mars 2019, les Députés Démocrates ont présenté le “Dream and Promise Act of 2019”, qui a pour but d’ouvrir une voie permettant d’obtenir la résidence permanente par plus de cinquante mille ressortissants Haïtiens bénéficiant du Statut Temporaire Protégé (Temporary Protected Status (TPS), des millions de détenteurs de l’Action Différée pour les Arrivées d’Enfance (Deferred Action for Childhood Arrivals (DACA), et du Départ Différé Imposé (Deferred Enforced Departure (DED). La Loi HR.6 a été présentée par la Présidente de la Chambre des Représentants, Madame Nancy Pelosi, Rep. Lucille Roybal-Allard, Rep. Nydia M. Velázquez, Rep. Yvette Clarke, et les autres Députés Démocrates.

Si la Loi est votée, les bénéficiaires du TPS pourront appliquer immédiatement pour l’obtention de la carte verte (green card), à condition que le requérant ait résidé dans le pays pendant au moins trois ans, qu’il ait obtenu le statut temporaire depuis Septembre 2016, et qu’il ait passé avec succès l’étape de vérification de ses antécédents; enfin, cinq (5) ans après avoir obtenu la carte verte, les personnes appartenant aux trois groupes susmentionnés pourront appliquer pour la citoyenneté.

Toutefois, les immigrants qui auront été reconnus coupables de crimes passibles de plus d’un (1) an de prison, ou condamnés pour au moins trois délits entrainant des peines de plus de 90 jours de prison, ne seront pas éligibles.
