Message of President Aristide - 21 March 2001

People of Haiti,

For the country to live in peace, it must be based on the rule of law.
Those who want peace don't have the right to break the law of the land.
The State will not tolerate anyone breaking the country's law.
Peace and justice are the two wheels of the bicycle of democracy.

Thus, after the Government issued two warnings to those
Who contravene Articles 217 and 218 of the Penal Code
Because they are acting as if there were two governments in the country,
The President says the following:

1. Because we want peace, we condemn all acts of violence without reservation.

2. The suffering and protests of the innocent victims have reached my ears.
The grief of one is the grief of us all.

3. The role of the police is to protect and serve.
Thus, while protecting the rights of all without distinction,
The police will arrest all those who have chosen to fire weapons to shed blood.

4. With great respect, I am asking all citizens
to spread wisdom and peace everywhere.
As peace and impunity do not go hand-in-hand,
It's the judicial authorities who move forward
To take their responsibilities.
The law is the law.

5. With the same respect, I call on all political parties
To continue to defend their rights peacefully without resorting
To verbal threats or physical violence.

6. As usual, in mutual respect,
My two arms are open to receive all political parties
That wish to meet the President of the country.
Good dialogue will lead directly
To political and economic benefit.
Article 4 of the Constitution reminds us that we are brothers and sisters.
We must see eye to eye.

7. In the year 63 before this era,
After having foiled the conspiracy of Catiline,
Cicero experienced renowned political success.
Today, through dialogue and respect for the law,
We invigorate national unity, basic liberties,
Respect for human rights, tolerance and social peace.

With the hope that we shall follow this path of peace
Hand-in- hand,
Allow me to congratulate you in advance.

The path of peace may be long
But we shall never stop,
Because it is the only one that will take us
To complete and total deliverance.
