LE GOUVERNEMENT DE LA REPUBLIQUE D’HAITI ACCUEILLE AVEC SATISFACTION L’INTRODUCTION BIPARTITE DE LA LOI SUR L’EXTENSION DU PROGRAMME DE RELEVEMENT ÉCONOMIQUE (HELP) DE 2021 PAR LE CONGRÈS DES ÉTATS-UNIS
Washington, D.C. (2 Décembre 2021) —– Au nom du Gouvernement, l’Ambassade de la République d’Haïti à Washington, D.C., accueille avec satisfaction l’introduction, par le Sénateur Marco Rubio (FL-R) et le Député Maria Salazar (FL-R) de la Loi sur l’Extension du Programme de Relèvement Économique (HELP) de 2021, par devant le Congrès des États-Unis. Le Gouvernement d’Haïti remercie les co-promoteurs de cette législation.
Au cours de l’année dernière, l’Ambassade de la République d’Haïti, la Diaspora Haïtienne, la Commission Tripartite pour l’Exécution de la Loi HOPE et l’Association des Industries d’Haïti (ADIH), ont plaidé sans relâche en faveur du renouvellement urgent du programme.
La Loi sur l’Assistance Hémisphérique à Haïti par le biais de la Promotion du Partenariat Économique de 2008, (HOPE II/HELP, son acronyme en anglais), qui expire en 2025, accorde un traitement préférentiel aux importations de vêtements, produits textiles, et certains autres articles provenant d’Haïti exempts des droits de douane. La Loi HELP parallèlement à la Loi HOPE (Haitian Hemispheric Opportunity through Partnership Encouragement) permet l’accès au marché américain, hors taxes, à environ 1,500 produits (totalisant 5,000 articles exempts de taxes éligibles pour le Système Généralisé de Préférences (SGP). Alors que la pandémie du COVID-19 a affecté tous les secteurs de la vie nationale; toutefois, le secteur textile/vêtement qui, à lui seul, constitue approximativement 90% des exportations d’Haïti, a déjà commencé à se remettre et conserve encore son potentiel.
D’après un rapport publié par la Commission Tripartite pour l’Exécution de la Loi HOPE à Port-au-Prince, Haïti, l’industrie procure des emplois directs à plus ou moins 59,000 travailleurs et a la possibilité de créer plus de 150,000 jobs additionnels.
L’Ambassadeur d’Haïti aux États-Unis d’Amérique, Son Excellence Bocchit Edmond, a insisté “HELP remplirait un rôle crucial dans le renforcement de la chaîne d’approvisionnement en PPEs et textiles en réponse au COVID-19, rendant les États-Unis moins dépendants des nations en dehors de l’Hémisphère Occidental. Haïti espère et s’attend à bénéficier du concept de “near-shoring”. De plus, les opportunités économiques supportant les exportations haïtiennes et fournissant des emplois aux Haïtiens pourraient réduire la migration illégale vers les États-Unis.” L’Ambassadeur Edmond a de nouveau invité les compagnies à profiter de cette législation pour se lancer dans les affaires en Haïti, au-delà du secteur textile. Le pays a une population vibrante, jeune, prête à se mettre au travail.
Selon la Commission Tripartite Haïtienne pour l’Exécution de la Loi HOPE, le support bipartite de la législation constitue un message clair de la part de Washington qu’une politique commerciale qui supporte l’économie haïtienne demeure une priorité. La Commission compte continuer à œuvrer avec le Congrès des États-Unis pour le passage de cette importante législation.
L’Ambassade se fait un plaisir de continuer son engagement avec le Congrès des États-Unis pour le passage de l’Extension de la Loi HELP (Programme de Relèvement Économique) au cours de l’actuelle session législative.

THE GOVERNMENT OF THE REPUBLIC OF HAITI WELCOMES THE BIPARTISAN INTRODUCTION OF THE HAITI ECONOMIC LIFT PROGRAM (HELP) EXTENSION ACT OF 2021 BY THE UNITED STATES CONGRESS
Washington, D.C. (December 3, 2021) On behalf of the Government, the Embassy of the Republic of Haiti in Washington, D.C. welcomes Senator Marco Rubio (FL-R) and House Representative Maria Salazar’s (FL-R) introduction of the Haiti Economic Lift Program (HELP) Extension Act of 2021 before the United States Congress. The Government of Haiti wishes to thank the co-sponsors of this legislation.
For the past year, the Embassy of the Republic of Haiti, Haitian diaspora, Tripartite Commission for the Implementation of the HOPE Act, and the Association of Industries of Haiti (ADIH) have been advocating relentlessly for the urgent renewal of the program.
The law on Hemispheric Assistance to Haiti through the Promotion of the 2008 Economic Partnership, its American acronym (HOPE II/HELP), which expires in 2025, grants preferential treatment to imports of clothing, textile products, and certain other items from Haiti without customs fees. The HELP Act works alongside the Haitian Hemispheric Opportunity through Partnership Encouragement (HOPE) Act to help extend duty-free shipping to the US market, which includes approximately 1,500 products – making for a total of 5,000 duty-free products eligible under the Generalized Systems of Preferences (GSP). While COVID-19 affected all sectors of national life; however, the textile/clothing sector alone, which accounts for about 90% of Haiti’s exports, has already begun to recover and still retains its potential.
According to a report published by the Tripartite Commission for the Implementation of the HOPE Act in Port-au-Prince, the industry provides direct employment to roughly 59,000 workers and has the potential of creating over 150,000 additional jobs.
Haiti’s Ambassador to the United States, His Excellency Bocchit Edmond, emphasized that “HELP would play a crucial role in strengthening the supply chains for PPEs and textiles in response to COVID-19, making America less dependent on nations outside the Western Hemisphere. Haiti hopes and expects to benefit from the near-shoring. Furthermore, economic opportunities supporting Haitian exports and creating jobs for the Haitian people would reduce illegal migration to the United States.” Ambassador Edmonds further calls on companies to take advantage of this legislation to engage in business beyond the textile sector in Haiti. The country has a vibrant, youthful population that is ready to work.
According to the Haitian Tripartite Commission for the Implementation of the HOPE Act, bipartisan support of the legislation is a clear message from Washington that trade policy that supports the Haitian economy remains a priority. The Commission avails itself to continue working with the United States Congress on the passage of this critical piece of legislation.
The Embassy looks forward to continued engagement with the United States Congress on the passage of the Haiti Economic Lift Program (HELP) Extension Act during this legislative session.
