Ambassador Louis Harold Joseph
Chargé d’Affaires a.i.
Embassy of the Republic of Haiti to the United States of America
Since May 2023, Ambassador Louis Harold Joseph has served as Chargé d’Affaires a.i. at the Embassy of the Republic of Haiti to the United States of America. He is a graduate of the Faculty of Law and Economics of the State University of Haiti. He has taken advanced courses in Trade Policy and Promotion at the General Agreement on Trade and Tariffs (GATT), the International Trade Centre (ITC, Geneva) and the Belgian Foreign Trade Centre (Brussels). Ambassador Joseph also holds a Master’s degree in “International Public Policy” (MIPP) from the School of Advanced Studies (SAIS)/Johns Hopkins University.
Ambassador Joseph began his career at the Ministry of Commerce and Industry, first as a trainee (1977-1978) and then as Chief Economist Analyst at the then Center for Commercial and Industrial Information (1978-1982).
In December 1982 he was assigned to the Haitian Embassy in Washington as Second Secretary to the Commercial Section. At this Embassy, he distinguished himself by working tirelessly to develop trade between the two countries and to attract private investment, despite the upheavals and political turmoil of the time. He also marked his time at this Mission by establishing the “Cultural Fridays” program, which promoted the country and was greatly appreciated by members of the Haitian community and our American friends.
Mr. Joseph was also accredited to the Organization of American States (OAS) from 1983 to 1994.
Ambassador Joseph remained in the United States until August 2002, when he left to become the first resident Ambassador of the Republic of Haiti to the Government of the Commonwealth of the Bahamas.
In the Bahamas, he served the country and a large expatriate community (40,000 – 60,000) for eight consecutive years. This long stay in this Caribbean archipelago, stretching between the Florida peninsula and the Turks and Caicos Islands, gave him a wealth of experience in managing migration issues.
After serving in the Bahamas, he returned to the USA in September 2010, this time as Ambassador Extraordinary and Plenipotentiary. He presented his credentials to President Barack Obama on September 16, 2010.
Ambassador Joseph was recalled from the United States of America in November 2011.
He was assigned as Chargé d’Affaires a.i. to Japan from September 2016 to September 2017, then to the Bahamas from September 2022 to May 2023.

Ambassade de la République d’Haïti aux Etats-Unis d’Amérique
Depuis mai 2023, Ambassadeur Louis Harold Joseph sert comme Chargé d’Affaires a.i. à l’Ambassade de la République d’Haïti aux Etats-Unis d’Amérique. Il est diplômé de la Faculté de Droit et des Sciences Economiques de l’Université d’Etat d’Haïti. Il a suivi des cours de perfectionnement en Politique et Promotion Commerciale au GATT (Accord Général sur le Commerce et le Tarif), au Centre du Commerce International (CCI, Genève) et au Centre Belge du Commerce Extérieur (Bruxelles). Ambassadeur Joseph détient également une maîtrise en “Politique Publique Internationale” (MIPP) de School of Advanced Studies (SAIS)/Johns Hopkins University.
Ambassadeur Joseph a débuté sa carrière au Ministère du Commerce et de l’Industrie, d’abord comme stagiaire (1977-1978) et ensuite comme Economiste Analyste en Chef au Centre d’Information Commerciale et Industrielle d’alors (1978-1982).
En décembre 1982 il est affecté à l’Ambassade d’Haïti à Washington comme deuxième Secrétaire attaché à la Section Commerciale. A cette Ambassade il s’est distingué en travaillant d’arrache-pied au développement des échanges commerciaux entre les deux pays et à la recherche des investissements privés en dépit des remous et bouleversements qui ont marqué la vie politique de l’époque. Il a également marqué son passage à cette Mission par l’établissement du programme “Les vendredis culturels” qui assurait la promotion du pays et que les membres de la communauté haïtienne et nos amis américains appréciaient grandement.
Il importe de souligner que M. Joseph était également accrédité à l’Organisation des Etats Américains (OEA) de 1983 à 1994.
L’Ambassadeur Joseph est resté aux Etats-Unis jusqu’en août 2002, quand il a dû quitter pour devenir le premier ambassadeur résident de la République d’Haïti près le Gouvernement du Commonwealth des Bahamas.
Aux Bahamas, il a servi le pays et une large communauté d’expatriés (40 000 – 60 000) pendant huit années consécutives. Ce long séjour dans cet Archipel des Caraïbes, s’étalant entre la presqu’île de la Floride et les Îles Turques et Caïques, lui a permis d’acquérir une bonne expérience dans la gestion des questions migratoires.
Après avoir servi aux Bahamas il est revenu aux Etats-Unis en septembre 2010, mais cette fois-ci comme Ambassadeur Extraordinaire et Plénipotentiaire. Il a présenté ses lettres de créances au Président Barack Obama le 16 septembre 2010.
L’Ambassadeur Joseph a été rappelé des Etats-Unis d’Amérique en novembre 2011.
Il a été affecté comme Chargé d’Affaires a.i. au Japon de septembre 2016 à septembre 2017 puis aux Bahamas de septembre 2022 à mai 2023.
